I have Proscan HDTV and a directv satellite cable.I dont want to buy HD packages because it has very expensive monthly fees. I have HDTV with standard definition picture. But the SD picture is not clear,so how am i suppose to make the SD picture look clearer and sharper?

You cant.
You have taken a magnifying glass to a newspaper, noticed the rough ink on the letters, grain and fuzz on the paper – and now you complain how bad it looks.
Standard video is 1940′s technology. Looking at it on a high-res display shows you how poor things were back there.
Buying a HDTV and refusing to get HD service is like buying a speed boat – and putting it in your backyard pool.
And no – only the premium channels in HD have expensive price tags. Since you can usually put up an antenna to get ABC, CBS, NBC, … (the major networks), most CATV and Sat companies include these channels in HD for free. You may need to upgrade your receiver however.

How do i hook up my HDTV to my computer while keeping my regular monitor?

I just want to hook the HDTV up to view video on the HDTV. Is there a way to hook both my regular monitor and HDTV at the same time?

Yes but you need to have a video card that either has dual video outputs (preferably DVI) or a TV out. Hook your monitor up to the VGA/DVI output, and the HDTV up to the other DVI output or the TV out. If you use the DVI output, you probably need a DVI-HDMI converter cable and if you use the TV out, you typically use component cables.
